Charlotte, NC – Billy H. Ramsey, 91, passed away on Wednesday, October 7, 2026 at Harbor Chase Riverwalk in Rock Hill, SC.
A Graveside Service will be held at 2:00 pm on Tuesday, October 13, 2026 at Grandview Memorial Park – Hollis Lakes, 401 Hollis Lakes Rd, Rock Hill, SC, with Reverend Jerry Devinney officiating.
Born in Rock Hill, SC, Mr. Ramsey was the son of the late Basil W. Ramsey and the late Euphalo Lucas Ramsey. He was also preceded in death by his three brothers, Bobby Ramsey, James Ramsey, and Raymond “SkeeBo” Ramsey.
Mr. Ramsey was a member of the Rock Hill High School class of 1953. He continued his education at North Greenville University, graduating in 1955 and then Furman University, where he completed his degree in 1957. He went on to serve in the United States Army from 1957 until 1959. Mr. Ramsey earned his BA Degree in Business Administration and Economics. He was recruited by the U.S. General Accounting Office in Washington, DC. He later joined the US Department of Agriculture’s Food and Nutrition Service. He was the Director of Accounting and Financial Management Services for the food stamp, child nutrition, school lunches, WIC, and other food programs.
In taking early retirement, he pursued interests in real estate activities, gardening, and spending time at the Delaware seashore. After brief retirement in South Florida, he returned to his Carolina roots. Bill was a member of First United Methodist Church in Charlotte, NC. He enjoyed Bible study classes and some community outreach programs.
The family would like to thank the staff of Harbor Chase at Riverwalk and the hospice staff at Agape for their care of our loved one.
Mr. Ramsey is survived by numerous nieces, nephews, grand-nieces, grand-nephews, and his sister-in-law, Shirley Ramsey.
